If "protected" is checked off, nothing about the record can be modified, and the record cannot be merged into other records

Users should be able to merge other records into a protected record.

Protect Person Records"Role 

1. Click Security menu
2. Click search to find the user in darwin Cloud
3. Under roles, check off protect records
4. Click save

NOTE: Protected checkbox can only be modified if the user has protect person role.
