This is why the error occurred when we are trying to Post with no commission

To fix this, there is a setting that can be found in order to Post a transaction with zero commission:

1. Click Settings menu
2. Click Setup submenu
3. Click application  settings tab
4. Choose Property
5. In property Allow post with zero commission, change False to True
6. Click save
