Cause:
This error occurs when the transaction is being submitted to Dash with the "state" field missing in the Properties > Basics screen.

To Fix

1. Go to Properties menu
2. Go to Basics submenu
3. Use the search button to locate the property
4. Click the property address hyperlink
5. Enter the correct state abbreviation in the state field
6. Click Save
7. Click submit
